From recycling to resourcing

The City of Luxembourg is currently planning a new recycling center, in order to increase its capacity and improve the services (see annual report of the “Service Hygiène”, p21). The historic development of the collecting and recycling capacities of the current center, set up 30 years ago at the route d’Arlon, is described in the interesting publication Ecologique 2013 No3. More information about its services are provided by the City of Luxembourg, on a dedicated website.

As the Service Hygiène started the planning process for the NEW center, it became quickly obvious that recycling is not good enough anymore, when dealing with waste. According to the principles of the Circular Economy, a recycling centre will rather become a RESOURCE CENTER, contributing to preserving and restoring the value included in products, components and materials that are collected from the citizens. Another crucially important task is the collection and distribution of information, linked to the material, component and product streams, in view of reporting but also for informing and training, involving a large panel of stakeholders.

In order to comply with these ambitious goals, the Service Hygiène has asked +ImpaKT for strategic support in defining and implementing the vision and missions of a modern Resource Center.
