Development and Deployment of the Product Circularity Data Sheet (PCDS)

Client : Luxembourg Ministry of the Economy
Période : 2018-2022

To address the lack of standardized circular economy (CE) digital data for products, the Ministry of the Economy of Luxembourg launched an initiative to develop an international standard that facilitates the exchange of product circularity information across value chains. +ImpaKT was mandated to create and pilot a practical tool, working in collaboration with multinational manufacturing companies, digital platforms, and Luxembourg’s ISO-accredited agency ILNAS.

The result of this initiative is the Product Circularity Data Sheet (PCDS), an open standard designed to streamline CE data sharing, reduce compliance costs for manufacturers, and ensure the reliability and accessibility of product circularity information.

+ImpaKT’s Contributions

  • Project management and co-development of the Product Circularity Data Sheet (PCDS) in collaboration with 50+ international organizations from the EU and the USA.
  • Creation of an audit plan, developed in consultation with industry experts.
  • Development of a decentralized IT architecture, in partnership with an external firm contracted by the Ministry of the Economy.
  • Integration of PCDS into ISO/TC 323 – Circular Economy and support for the development of the future ISO 59040 standard.
  • Establishment of an international network to promote PCDS adoption through pilot projects, including leading manufacturers and platforms.
  • Contribution to the EU Digital Product Passport initiative.
  • Participation in EU-funded projects and collaboration with major European circular economy initiatives in the textile industry.

Through this initiative, +ImpaKT played a key role in bridging the gap between regulatory needs, industry requirements, and digital innovation, helping to shape the future of circular economy data standardization.
